Everyone is afraid to confront “the golden” bully, the boss’s favorite. HR misapplies the tools of traditional conflict resolution (i.e., mediation, arbitration, intervention). If HR acts, it’s always the wrong solution for the actual problem when the "chosen" one is involved.
